Lompoc Police Chief Defends License Plate Readers as Council Raises Privacy Concerns

Chief Kevin Martin updated the City Council on automated license plate readers and drones, but some council members and residents questioned surveillance of innocent people.

Lompoc Police Chief Kevin Martin recently told the City Council that two technology programs are helping the department, but automated license plate readers drew the most concern from residents and council members.

Lompoc has 10 ALPR cameras positioned mostly near the city's entrances and exits, plus access to 38 cameras at Housing Authority of the County of Santa Barbara properties and some private businesses. The cameras take still photos that note details including vehicle location.

Privacy Questions Raised

Councilman Jeremy Ball said he had hesitations and reservations about the ALPR use. Mayor Jim Mosby said his concern was the systematic surveillance of innocent people. Multiple residents spoke out against the camera systems at the meeting.

Martin said the city has adopted policies that restrict who can access ALPR information, and no one has shown the Lompoc data has been misused. He said the cameras capture vehicles and license plates but not drivers, and have been valuable in solving crimes. The council decided to bring the item back to a future meeting for more answers, including from representatives of the camera contractor, Flock Safety.

Martin also demonstrated the department's Drone as a First Responder program, which deploys camera-equipped unmanned aircraft to scenes before patrol officers arrive. Flock Safety acquired the drone program provider, Aerodome, in late 2024.
